Overview
Do you have creative ideas about how to communicate and engage with multiple audiences? Are you passionate about developing and delivering outstanding events, both in person and online?
The Office of the Public Guardian (OPG) is looking for an ambitious communications professional to join its award-winning communications team. This role is varied, and you will be instrumental in building relationships with a broad range of organisations and audiences – ensuring we communicate with them in the right way, at the right time.
You will help generate awareness and understanding of high-profile campaigns and key projects, advising on the best approach to audience engagement.
We’re looking for someone with strong digital skills, excellent relationship management and experience in the planning, production and evaluation of events.
You’ll be team player with a can-do attitude and the ability to manage multiple projects, ensuring they are delivered on deadline and in budget. You’ll have a flexible approach, great organisational skills and be at ease working across digital and traditional channels. You’ll be responsible for creating relevant materials for events, making sure they’re on brand and reflect OPG messaging.

How you’ll succeed
The role forms part of a multi-disciplinary communications team supporting OPG to achieve its business objectives during an exciting time for OPG.
You’ll work as a part of the Creative and Channels team, acting as events manager for all our priority events (both internal and external), supporting content creation and source new and innovative ways to engage our audiences.
You will report to the Senior Creative and Channels Manager
You will also:
- Create engaging visual and written content for internal and external audiences and have a willingness to explore new approaches based on trends and best practice in digital comms
- Develop and manage strong relationships with our stakeholders to deliver our priority campaigns and projects
- Identify opportunities to engage with our audiences through external communications and events
- Ensure OPG’s reputation is enhanced with our external partners by ensuring key messaging is consistent and reflects both OPG’s and the Ministry of Justice’s corporate narrative
- Web development project management and ongoing website maintenance.
- Create creative content for stakeholders to disseminate through their channels and networks
- Project manage the annual People Award’s Ceremony.
- Work with other team members to develop, deliver and evaluate high-profile campaigns and strategic communications against clear objectives, outcomes and time frames
- Evaluate the impact of engagement and event activity against communications objectives
About you
- You should have previous experience of managing events from strategic planning through to event production, promotion and evaluation
- You have experience in collaborating with colleagues inside and outside your organisation to deliver the best results for the department, building relationships with other government departments (or similar organisations) and external organisations.
- You have excellent written and verbal communication skills, presenting your recommendations and proposals professionally and persuasively
- You can tailor communications to suit your audience to maximise impact and understanding
- Have a good working knowledge of Adobe Creative Suite and be able to edit templates and amend artwork files.
- Strong copywriting and content creation skills.
- You demonstrate confidence in advising and influencing people at all levels
- You are exceptionally organised with the capability to manage emerging and conflicting demands in a changing environment and to collaborate across the business to achieve success
Assessment
We will be using success profiles to assess your communication and delivery abilities.
As part of the application process, you will be asked to complete a CV and provide examples of Civil Service behaviours (PDF) and competences based on the Government Communication Professional Competency Framework (PDF).
At the interview, you will be asked to give a presentation that you have prepared in advance.

Within the MoJ, this role supports the delivery of campaigns and communication activity for the Office of the Public Guardian, an executive agency of MoJ.
OPG’s role is to support people who may lack the mental capacity to make certain decisions for themselves, such as about their health and wellbeing or financial affairs. It enables people to plan ahead so that someone they trust can support them, or make certain decisions for them, if they lose capacity in the future. OPG also supervises people appointed by the court to help manage someone’s affairs w they’ve lost mental capacity. This could be due to age-related conditions such as dementia, mental illness, ill health or an accident.

OPG has offices in both Birmingham and Nottingham, but also the opportunity to work from one of the Ministry of Justice collaboration hubs based in locations across the country. Wver you are based travel to the OPG offices will be required. As a minimum this will include monthly whole team meetings in Nottingham or Birmingham in addition to Creative and Channel team days and to meet specific business needs.
Please note – we will routinely recruit individuals at the bottom of our salary scale for all our communications roles.

Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements w business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.
Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised role: all successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale. This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity).
For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).
Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on ‘modernised’ terms in their current post or onto ‘unmodernised’ MoJ terms if they are on ‘unmodernised’ terms at their current post. Details will be available if an offer is made.
MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.
All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.
Flexible working hours
The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. MoJ welcomes part-time, flexible and job-sharing working patterns, w they meet the demands of the role and business needs. Annual Leave
Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
